Based on the positive reviews we visited the Bali restaurant. About the location: Nanking street is on two sides of Nathan Road. Roti Prata : good taste, the sauce (sort of mild curry) is indeed special.

The interior:
Simple, old style, limited privacy (especially on the long table), the area (exterior) is a bit gloomy (but ok for me)
The service
The waiter does not speak English (at least the one we had), though the menu has an English translation. It took quite altogether more than 15 minutes while before we got the dishes we ordered (which we rather common - mainstream).
Overall. For the price you pay, you get a simple environment, average service and reasonably good food. Especially the sateh is worth the effort to go there.
