If you want to know which restaurant can serve both Chinese and Western cusines, I'd highly recommend Hong Kong Diner. Its decoration is more like a Western cafe though it's a cha chaan teng. It serves a great variety of cusines including South-East Asian, Malaysian, Singaporean, Chinese and simple Western inspired dishes.
When I looked at the menu, the price of the set meal was on the higher end (between $60 and $110), The set meal included Borsch or Daily Chinese soup and a beverage. Remember, they will charge you an extra $3 for cold drinks, and extra $10 for specialized drinks such as red bean with ice and milk and tropical punch
For me, I chose the set A dinner, which was a top sirloin steak garnished with onion sauce. While I was waiting for my sirloin steak, they served me the borsch soup with a bun first. However, I found the soup was a bit salty, which I needed to drink half a glass of water. But the bun was soft enough, so it wasn't that bad overall
Finally, my main course, came along with some stir-fried veggies and french fries. I must say the steak was a bit overcooked as it was slightly chewy. Fortunately, the fries were freshly fried and the vegetables were fresh though they would taste even better if a few herbs and spices could be added.
