I've seen a number of places open and close as the fads come and go, but Man Ga International is one place that is consistently strong. This takeaway-only storefront specializes in northern Chinese buns/biscuits with whimsical Chinese names. The signature "Shao Bing Huang" is a flat biscuit with pepper-flavored pork on top. The "Pepper Bun" tastes similar, but is a bun with vegetable and peppered-pork filling. Both are my personal favorites and make for a cheap and filling snack for only 10 HKD.
